Professional Experience

Michael Havill has served as President of Havill Development Consultants, P. C. (HDC) since 2001 and as owner and sole proprietor since 1999. HDC provides independent Consulting, Civil Engineering, Project Management and Expert Witness services to land developers, home builders, other civil engineering consulting firms and attorneys in Arizona. Mr. Havill has practiced in the State of Arizona for over thirty years. His expertise encompasses engineering consulting including engineering planning, infrastructure, grading and drainage design and management of residential subdivisions, master- planned communities and commercial developments. Aside from leading design teams in the planning and production of land development projects, Mr. Havill has provided engineering oversight of production engineers on a number of master planned communities.

In addition to infrastructure design, Mr. Havill has extensive experience in the preparation and permitting of Storm Water Pollution Prevention Plans (SWPPP) and their associated Erosion Control Site Plans for various types of projects including commercial and highway projects, residential subdivision developments and master planned communities. Mr. Havill has provided basic land development engineering and SWPPP training for staff members of land developers, home builders and other local engineers; he has also presented discussion topics relative to SWPPP permitting from the engineer’s perspective during a seminar hosted by the Maricopa County Bar Association. Additional services include pre-purchase due diligence review and project evaluation, quality control review and value engineering analyses and problem solving during design and construction.

Prior to starting his own firm, Mr. Havill served for three years as an Associate and Land Development Unit Manager of the Phoenix office of Carter & Burgess (C&B). Mr. Havill established and managed the local Land Development and Survey Units, was the lead Senior Civil Engineer of the department and provided general leadership within the Phoenix office.

Before joining C&B, Michael Havill served as a Project Manager and Senior Civil Engineer for Coe & Van Loo Consultants, Inc. (CVL) for six years. Mr. Havill gained considerable design and management expertise of master planned and large residential communities throughout the Valley with special emphasis in the varied terrain of the Sonoran Desert environment.

Prior to CVL, Mr. Havill served for over fifteen years in various design and engineering roles at Havill Engineering Company, Inc. (HEC). HEC primarily provided residential subdivision design services for most of the major homebuilders in the Phoenix metropolitan area.
